Why Malaysia

Finance, factories and data centres in one market

Malaysia's economy gives AI a wide range of real work to do. Kuala Lumpur is the financial centre, home to Bank Negara Malaysia, Bursa Malaysia and a large Islamic finance sector, and it hosts regional shared-services and GBS operations that run finance, HR and customer processes for groups across the region. Those teams handle high volumes of documents and repeatable decisions, which is where automation and retrieval assistants pay back first.

Penang is the country's semiconductor and electronics manufacturing hub, and the National Semiconductor Strategy (NSS) and the New Industrial Master Plan 2030 (NIMP) are driving the sector forward. Plants there produce large amounts of inspection, test and equipment data that suit computer vision, yield analytics and predictive maintenance.

Beyond these two hubs, Malaysia has major palm oil and plantation businesses, oil and gas led by Petronas, a broad manufacturing base and logistics centred on Port Klang. The landscape

Data centres, data protection and a national AI office

Johor is Malaysia's leading data-centre location, with 42 data-centre projects worth RM164.45 billion approved as of Q2 2025. For AI buyers that means more options to host models and data inside the country, and more operators who need forecasting, monitoring and operations analytics themselves.

The rules have moved too. The Personal Data Protection Act 2010 was amended by the Personal Data Protection (Amendment) Act 2024 and phased in during 2025: the "data controller" term and biometric data as sensitive data from April 2025, then mandatory Data Protection Officer appointment, mandatory breach notification and data portability from June 2025. Any AI system that reads customer or employee data now needs clear data mapping, access logs and a way to export a person's data. We build those in from the start.

On the policy side, the National AI Office (NAIO) launched on 12 December 2024 under MyDIGITAL. Its work includes an AI Technology Action Plan 2026 to 2030, an AI Code of Ethics and AI guidelines for the public sector, which gives private organisations a clear signal of where governance expectations are heading.

Does AgilityTech have an office in Malaysia?

No. We do not have an office in Malaysia and we will not pretend otherwise. Every engagement is delivered remotely by senior engineers based in India. Malaysia runs on MYT (UTC+8) and India on IST (UTC+5:30), so our team is 2.5 hours behind you and overlaps most of your business day for calls, demos and reviews in Kuala Lumpur, Penang or Johor.

What do the 2024 PDPA amendments mean for an AI project?

The Personal Data Protection Act 2010 was amended by the Personal Data Protection (Amendment) Act 2024, phased in during 2025. From April 2025 the law uses the term "data controller" and treats biometric data as sensitive data. From June 2025 organisations must appoint a Data Protection Officer, notify personal data breaches and support data portability. Can you build AI for banks and Islamic finance institutions?

Yes. Kuala Lumpur is home to Bank Negara Malaysia, Bursa Malaysia and a large Islamic finance sector, and we build the kind of systems these firms use: document and KYC automation, retrieval assistants over product and policy documents, fraud and anomaly detection, and reporting automation. For Islamic finance products, assistants can be grounded in your own approved product terms and Shariah documentation and cite the source for every answer, so your reviewers stay in control of what the system says.

Do you work with semiconductor and electronics manufacturers in Penang?

Yes. Which AI models do you use?

We pick the model for the job: the latest GPT, Claude and Gemini models when a hosted model is acceptable, and open-weight models such as Llama when data has to stay on your own infrastructure. For retrieval assistants the bigger factor is usually the quality of your documents and the search layer, so we test several options on your own data before recommending one.
